are most of CCTVs in Moscow actually connected to facial recognition?

The ones that are government installations, pretty much yes. This would include cameras on the streets, traffic cameras, cameras in the metro system, on the train stations, partially in the bus and tram system, cameras on the entrances to apartment buildings, and temporary cameras installed by the police during public events or when anticipating protests. It is an ongoing process and older systems and cameras not suitable for facial recognition are being replaced with the newer ones. Private businesses are not obliged to connect their cameras to the network, but the city government reported that some large malls are connected.

I try to avoid politics and that as it's grim and depressing. This video is excellent and well-made (but still grim and depressing, for all the charm of the presenter!). It's useful to compare other countries to your own, and to realise that as crap as things might be, they can always get worse. I fear the 1930s are returning.
