Well, sometimes it feels like the people in Africa don't want it. How else could it be that they don't have it. Even the Romans or the Inkas had running water and sewage systems. So the problem is not an engineering one, but a political or social. And those need to be solved locally.

But increasing housing density isn't making things cleaner but more concretey and more people produce more waste. Additionally they take room for plants that would make the place greener. Fewer humans would be better for nature. Some water treatment would be used for greening using ocean water. But waht do you mean with lowering emissions? Soot? In that case a dedicated filtering system would be sufficient. They can't mean CO2 because that gas is necessary to green an area.
