In order for the bike to overtake the parked cars he must drive on the wrong side of the road... The parked cars are in his lane. The BMW is on the correct side of the road and has right of way. It's really that simple. The motorcycle is in the BMW's lane and the BMW has right of way.

The highway code does stipulate that you have to give priority to oncoming traffic when passing parked cars but it also stipulates that when someone is passing a long line of parked cars with nowhere for them to tuck back into and you have not yet reached the parked cars, you have to give them priority.

He is on the wrong side of the road in the BMW drivers lane, likewise if he was in his own lane and the BMW came into the wrong side of the road to overtake parked cars he would have right of way. The simple fact is he is on the incorrect side of the road and the BMW is on the correct side of the road. If there is a parked car and you need to cross onto incoming traffic to pass you need to yield until there is no traffic in the incoming lane, and you need to look all the way to the end of the road to make sure you have time to pass. If he has committed and he hasn't allowed enough time to make it then he is in the wrong. It's very simple, if you need to cross the centre of the road and there is traffic approaching then you must wait until there is no traffic approaching and there is a big enough gap between approaching traffic for you to pass safely and return to the correct side of the road. There is no "I was hear first" laws when you are driving on the wrong side of the road and impeding traffic that is driving in the correct lane on the correct side of the road. If the parked car is on your side of the road, you must give way. If the parked car is on thier side of the road, they must give way.

If the BMW reverses there is still only one lane the entire way up the street. Whereas the bike has only passed one row of parked cars. Also worth noting is the bike could very easily back up and tuck in between parked cars. Either way the BMW has committed to hundreds of metres of overtaking parked cars in the single remaining lane, well before the bike commited to overtaking. It doesn't matter what technicality you apply, the car had committed to overtaking in the single lane before the bike (you can clearly see there are parked cars all the way up the street well beyond the BMW) and the BMW is also in its correct lane. The bike is in the wrong here and until the BMW driver reacted out of frustration he had done nothing wrong.

I swear bikers just don’t care about anybody but themselves. Over half of the bikers in this video get worked up over someone merging in front of them, and feel the need to have a confrontation. Bikers need to be aware of the cars around them. Cars can’t be expected to watch out for cyclists when the cyclists aren’t watching out for themselves first.
