It is explicitly illegal in other states, like North Carolina though there it is because bikes aren't allowed to pass on the right. Car, truck, or bike: every vehicle is entitled to the entire lane. At the end of the day, physics won't care about your opinion on whether you're allowed to split lanes or not.

Same argument could be made that if drivers used their mirrors bikes wouldn’t be cut off. Speeding or not why would you switch lanes in front of someone if you see them getting close to you. Not justifying the speeding. But it’s like walking in front of a semi. Technically the pedestrian has the right of way but was it smart for them to step in front of a 20 ton chunk of metal doing 45 mph towards them. Probably not. So if you see a bike speeding up on you. Just Let them pass before you switch lanes. They’re clearly going faster than you and will be out of your way in 5 seconds.

Because when youre lane splitting 15 mph faster than everyone else and hid behind cars, unless someone has xray vision they won't see you. This depends on where you are (although regardless of where you are, don't text and drive even if it's legal). In my state, for example, it's perfectly legal for me to hold my phone to my ear with one hand and drive with the other (as long as I'm over 18 and not driving a school bus). I think its even legal for bikers although I'd assume most of them use bluetooth helmet speakers because of the wind.
