Its more he can't safely ride away due to a unsafe load. Seriously, a piece of paper coming from his backpack and the next thing you know the idiot behind whos scared of paper is now crashed into a building. So, while I would of (I am a cyclist so its a lot easier for me) just walked to the edge he was quite stuck because, 500 pound bike. He was overall pretty smart by remaining calm and nice to the guy, I am very much the same way till it gets worse (ie I'll fight if I must) so... Handled it pretty well, car behind should of gone around him either way as he was securing his load.

He could have at very least went to the middle line to far left, and waved the cars around This is notnup for debate... a cop behind him would have given him a ticket, in california the law is called antigridlock laws and his insurance will go up.. fact below Tickets for blocking traffic will not result in a point being added to your driving record, but will result in a $200 - $400 fine (depending on whether you are blocking an intersection or a railroad crossing)

Not illegal in all states/countries like previously mentioned. However, a rider should always do it in a safe manor to allow for situations like that to keep themselves and others safe. Im not current with all laws regarding lane splitting, but I would assume that you're not suppose to continue lane splitting continuously like most bikers do.
