Sure, it sort of loses the spirit of the first (feels a lot more cartoony and generic-action-flicky at parts, it feels a lot more forced and less witty and satricial than the first), but GODDAMN the special effects and designs are cool. The whole idea with Robocop fighting a sort of "worthy opponent" like Robocop 2 is also a bonus. It's a shame it ends in the most inhumanly stupid way possible. At least it's not RoboCop 3.

It's funny you should mention this line because in the draft of the film, right after the Old Man says that, the best spin team run by Holzgang were two ED-209 units brought in to contain Cain. They put up a good fight even with some assistance from Robocop but Cain destroys the two ED-209 units. This was scrapped and thus not shown in the film because the puppeteers/animotronics people thought its was too time consuming. Would of really been bad ass if they added it tho.
