It is mentioned for most of the film, yes, but then at the end, Cthulhu specifically is name-dropped, and then we get this guy. I'm pretty sure the intent is for it to be revealed that Cthulhu is the true Big Bad. ...That doesn't mean I like it, I find it way more confusing than necessary when you spent the whole movie on someone else, but there it is. EDIT: Okay so no, I'm wrong here, just rewatched the movie and actually had subtitles this time, RA'S AL GHUL was Cthulhu...just...normal size, for some reason, and also was a human's ashes who needed to be resurrected by his non...eldritch...daughter? Cool scene, cool reveal, I'm still not sure I necessary like it.

How is Yog worse than Cthulhu? Yog doesn't even care about humans at worst and at best. Only his children terrorize Earth for personal twisted reasons, while he himself only observes Earth to gain more knowledge without any evil intent, "just in it for science".
