I would go with Philadelphia Pennsylvania for the lower property taxes and PA don't tax your retirement income when you retire. I would still hangout at Atlantic City NJ for the summer events 😄

There is literally no benefit to living in NJ over PA. You pay more for everything, especially property taxes.
