The issue is local borrowing the government just needs to move out of domestic market allow Banks to offer cash to private sector and money will flow into pockets of many at the micro level. One opportunity is joining the BRICS so that government taps into the new frontier of financial market and allow reduce considerably the domestic borrowing and in effect reduce local interest rates. National Assembly should desist from the urge to cut cash to counties and allow counties be able to access required funding, i can see Wamuchomba being very evasive to answer that question that shows how we have poor leadership.

There are two sides to that coin. A drop in national revenue collection is projected. Who should get a hair cut in that event? Should every branch and every level of Govt reduce it's expenditure estimates to match the reduced revenue projection reduction. Just like when you are the sole breadwinner in your family. Don't you call upon every member of the family to lower expenditure estimates to match the reduced revenues?
