But after he’s gotten better control of himself and even learned CQC from Black Canary and the others (basically, the last bit of season 1 onward) there’s no excuse for him to still be such a pushover in every fight he’s in. The only times it seemed like he was actually winning was when he was using the shields Luthor gave him.

They should have went in that direction with his development but they ruined it. Every other Superboy incarnation is better. They've all got better abilities and actually legitimate reasons as to why they didn't have all their respective abilities at first. Him being half kryptonian wasn't a good reason to not give him the other abilities. For instance, two of the Superboy's I've mentioned are half Kryptonian and have the other abilities.
