Why do you have dual on one side

You can point that dual down the hill and you dont have the other knocking grass down in front of your hay cutter

My uncle that owns the tractor likes to do that. His reasoning is because you can always point the dual down hill so you only need 1 and if you put the other one on it smashes hay down when you're cutting it.
