Same as in Spanish "tiene un tornillo suelto" means that person is insane. Also, "potable water" is common sense and easy to understand.

I don't understand this. How can a native speaker make this mistake. In my country we speak two languages. I didn't need to be explained the meaning of any expression because I immediately undertood it by the context, the situation when I was a child. It is just a matter of exposure. How is this even possible with a PHD.

I agree with that comment 100%, you're simply right, It can't be possible that a native speaker makes that kind of mistakes. I can understand that a native speaker is a human being too and can make mistakes but not that kind of mistakes.

It seems to me that she is not reading enough and is unaware of the dimension of teaching a language. I believe that if a person wants to become a teacher, she or he needs to accumulate a lot of knowledge of different subjects. In her case, it is pretty clear that she is not a well-read person.

For me, to say “plastic silverware” sounds just odd - is it plastic? Or is it silver? I only use the word if I’m referring to actual silver or metal cutlery. Even “cutlery” sounds somewhat formal to me or at least it implies a whole set of a chef’s arsenal of tools. For me utensils and flatware are the most normal terms.
