Love systems like this for using downtime constructively.

Downtime works well with the "Time Flies" rule from the Midgard Worldbook

I think the 50 gp cost makes sense if you consider (1) free public libraries plausibly may not exist in a fantasy world (certainly not in the middle ages), so most libraries are either privately owned or managed by a closed institution such as a monastery; (2) the info you're looking for might well be quite obscure or niche, so who's to say you even know which book or document you're looking for, so you're casting a wide net exploring many different avenues; (3) even if you did know what specific book you're looking for, it's entirely possible any given anonymous library might not have it, so you need to consider multiple options; and most importantly (4) mechanically speaking, this is the one downtime activity most likely to just short-circuit and advance the plot: you're rolling dice to get a clue, so you don't want to make it trivial to spam that.

Just got my GMG, and yes, it goes into more detail about item crafting giving similar sort of week by crafting checks to progress crafting.

in regards to learning an item's "last known location," there's always room to be more creative than "It's on display in a museum" or "it's in this orc fortress" It could be something more interesting, like saying "The records say that King Elfonse gifted the Sword of Kas to the captain of his royal guard. When Captain Brant retired, he took the sword with him and traveled east across the ocean toward his ancestral homeland of Zentim." It makes for more of a hunt rather than pointing to a dungeon on top of a volcano and waving the players along lmfao

With 5e Long Rests giving everyone a full heal every night, then every day is an adventuring day - who has the use of downtime! I think that's why it's slipped into the background.

In mid evil like times library’s were owned by the nobility, rich or clergy. They were not available to someone off the streets. Books were hard to create and were expensive.

I wish Tales for the Valiant would come out for Cypher System or Year Zero Engine (Or heck DCC)

10,000 hours for mastery, so 2,000 for proficiency is good.
