Actually, Yumeko most likely summons all her blades from her powerful magic granted to her by Shinki. It's probably what she uses to fire her blades at such high speeds, as well as being able to phase out of her physical form temporarily. This would make Yumeko able to summon and fire a huge amount of blades and fire them at insane speeds, while also being able to teleport or phase out at will. I would say that Yumeko is incredibly powerful, but timestop is still a hax level power. Hard to say.

As powerful as both windows and PC98 are, I'm going to go out on a limb and say that PC98 have some seriously overpowered beings. And one of them is an 18 year old girl with red hair who can give Mima hell. Would ALL PC98 demolish them? I think not but a definitely majority would (e.g. Shinki, Sariel, Gengetsu.) I can't judge since I haven't been with Touhou in a long time, only now coming back in! :D
