It's nevet been outright confirmed. But given Franky's personality, it would actually be shocking to some of us if he didn't memorize the blueprints. His whole hobby from childhood to adults is building warships and other giant weapons and he literally had the instructions for the ultimate weapon in his hand for a decade or two. It would be Oda's greatest twist if Franky never peeked at those blueprints over the years he had them.
