​@@MildWilliam He uses the summoning Jutsu for a turtle. I believe he does a few other genin level techniques from time to time. Guidebooks give him a 3 (out of 5) in Ninjutsu and Genjutsu, which isn't bad. He just heavily focused on being really good at Taijutsu, at the expense of everything else he could do. A boxer Can throw a kick in a fight. But it's really not what they're good at, so if they get into a real fight, they're probably gonna go for a punch.

You have to remember, the Leaf at that time is still recovering from the last Ninja War, the Kyuubi wrecking their shit and killing at least a quarter of their populace, and losing the 4th Hokage at the same time. They quite literally do not have the manpower or the resources currently to prosecute a retribution campaign against anyone right now. Hence why Neji's deal because the Cloud Village had enough pull to bully the Leaf into killing a Hyuuga for killing a Cloud Ninja who was trying to kidnap Hinata under the flag of being a diplomat. This is realpolitik at its core.
