Just do one thing Press win + r Type: netplwiz Then just go to your second account properties and set it as an adminisator and you will be good to go

if you have a school email account, then thats probably why your pc wont let you to choose administrator, because it thinks ur using a school computer. So log in to your school account and change it there.
