Though Whis doesn't mention it: The real reason, why Goku witnessed just dramatic side effects, when losing Ultra Instinct, is because of his raging outburst, when Jiren attacked his friends. To safely maintain the complete Ultra Instinct form, you have to be completely calm and emotionless. That rage outburst completely disrupted Goku's ki balance, as well as the balance of his body and mind.

And yes, Whis mentioned, the overexceeding of his limits also took a toll on Goku's body, but it wasn't the only reason. The second reason was his rage against Jiren. Though it was never officially mentioned, see it like that: If you went from completely calm and emotionless to enraged, your heart is beating faster instantly and this disrupts the balance in your energy flow, therefore this can damage your body, when taken too far.

The headcanon copium time: and most logical possibility I think is that Jiren knew the blast could have never reached the bench with so many angels and gods of destruction gathered on it. Something to help aimin know more about Ultra Instinct, the form itself is not the ability, the silver hair is just another transformation, its just used as a catalyst to use it. Kinda like how Thors Hammer isnt where he gets his powers from, it helps him channel it while also being a weapon. The Form itself is used to power up the body in order to use Ultra Instinct fully, otherwise Goku would run out of energy instantly. Later on Goku starts to learn to use the ability without using it as a transformation. Ultra Instinct itself is not unbeatable, its hard to hit yes but its still has its openings and cant really do much against an opponent that far outpowers the user. Jiren in this fight was in terms of power stronger than Goku seeing as he could overpower his attacks with his own, Ultra Instinct however allows Goku to react at unnatural speeds without needing to think, feel, or predict his opponents movements. His body will simply act on its own, exploiting any openings and protecting at the perfect moment. Its only limited by how experienced Goku is with it and how strong he is. Goku needs to also keep a cool head and a calm heart when using it. When he becomes angry towards Jiren he gains a power up but its what also causes him to lose the form later on, as well as his body not being able to wield Ultra Instinct, he attained it far too early, but better now then later when the universe is gone. If I missed anything or made a mistake somewhere, please correct me by all means!
