Though Whis doesn't mention it: The real reason, why Goku witnessed just dramatic side effects, when losing Ultra Instinct, is because of his raging outburst, when Jiren attacked his friends. To safely maintain the complete Ultra Instinct form, you have to be completely calm and emotionless. That rage outburst completely disrupted Goku's ki balance, as well as the balance of his body and mind.

And yes, Whis mentioned, the overexceeding of his limits also took a toll on Goku's body, but it wasn't the only reason. The second reason was his rage against Jiren. Though it was never officially mentioned, see it like that: If you went from completely calm and emotionless to enraged, your heart is beating faster instantly and this disrupts the balance in your energy flow, therefore this can damage your body, when taken too far.

The headcanon copium time: and most logical possibility I think is that Jiren knew the blast could have never reached the bench with so many angels and gods of destruction gathered on it. He just wanted to prove a point and that's why he looks at the rock when he says "turn to dust, just like this", a busted rock was all he needed to make his point clear. OR he tried to kill all of goku's friend trying to blow up a bench with angels and gods of destructions on it as a defender of justice, you choose.
