In the Moro arc Goku perfects this power, hence it’s named “PUI” or Perfected Ultra Instinct. And in the arc after that Goku starts to use his own variant of the technique, not just the angel version, which is called “TUI” or True Ultra Instinct.

''Ultra Instinct'' is tied to reality. In short it is at the speed at which the nerves send the signals for the muscles to react. Not going deeply into it but different people based on their genes, health and other factors have a faster ''''nervous system speed''. This is not something that applies to everyone, but a simple example is when you are handling a bottle and its cap and the cap suddenly slips and falls off, and your hand immediately reacts to grab it and does so, but you didn't do that voluntarily, it was a muscle reflex and just after you stopped the cap from falling, you realize you did grab it. Now apply that example to combat with all that entails, attacking, evading, blocking and so on. Some Pro Martial artists already do this to some degree. The sad reality though is that in the anime its something you can learn and train, while in real life you are either built like that or not. You can only increase it slightly, or it can simply decay gravely with poor health and old age.

You can actually get a type of ultra instinct irl, its called the flow state, where you focus on one thing so hard you do beyond your best performance and dont even realise your doing it until it ends. It has at least happened once in everyone's life. Guys get this pinned so he sees!

This whole episode and it's build to MUI makes it one of my top episodes not just in DB, but in general. Goku letting go is cool to watch, Whis' speech is beautiful, and the final moments as Goku achieves his new state - with the acknowledgment from the gods, and Beerus' hype inducing monologue - is pure chef's kiss.

The best thing about mui is even though it has the word "mastered" in it, it's not the limit of the technique. Goku has only just begun with it and has many, many more levels to go with it. Ultra instintct actually exists. Its called the "Flow state" I think. Basicaly when you are writing or reading you dont read or write each letter invidualy right? Your body and mind sees letters as words. People have tried to master this state but its super super hard because once you realize you are in it it disappears imediatly

The reason why it took so long to master is because he was using the defensive power of ultra Instinct, he had to figure out how to attack without thinking and letting his body move on it's own which was shown when goku closed his eyes while he was fighting, he then needed another catalyst to go to the next level which was jiren using his full power overheat magnetron

To answer your question at the end, Goku's used to fighting in response to his opponent. When he closed his eyes he eliminated the split second where his brain processes what he's seeing and instead focused on how he felt the battle going. Eliminating that delay in his reflexes allowed him to let his body take over. Goku himself was preventing him from mastering ultra instinct. And yes. The white hair look is mastered UI.
