You want strong communication of your mule. Your mule is always listening and ready for your commands - so the question isn't, "why isn't my mule listening?" The question is, "What am I telling my mule to do?"
Your halter and your lead rope should be working in harmony. They provide you with all the communication you need. The mule should respond to pressure from the lead rope only and there should never be a need for you to pull at them.
If they don't listen, you want to rotate your hands and give quick sharp bumps on their nose - but not pulling against them.
And let's be honest, with mules weighing up to even 1000 pounds, you don't need that type of work anyways.
