Being a Keralite myself, I took some interest on the subject and did some readings based on which I have arrived at my own inferences. Kerala post state formation had invested heavily and had built a dam in Idukki, a massive one for addressing its needs for power requirement. Commissioned in 60’s the construction began soon and was inaugurated with its power production starting in 1973. Very soon it was observed that the electricity produced was far less (1/5th) when compared to the unit of electricity production which Kerala had projected. Water force was missing, which is critical to turn the turbines. The investigation for this lack of force in water ended up in Mullaperiyar. As Periyar has to cross Mullaperiyar dam, the water getting trapped there was ruining the Idukki project’s performance as water flowed with a reduced energy in its down course. Therefore the allegation is that Kerala has forced to put on a narrative of a weak dam and issue of cracks on its wall. This was first reported in 1979 and continues to this day. Kerala is a state which don’t suffer from water scarcity, fortunately. It doesn’t mind sharing water to TN or other states. However it’s power needs are not been adequately addressed as it is still buying electricity from other states to meet its ever increasing energy demand. Industrialisation has also largely affected because of this. Once Mullaperiyar dam is removed, Idukki power project will achieve its full capacity in production which will certainly prove fruitful to our state. Till then this issue will go on. My cents of thought.
