I work on a lot of long documents with various types of headers and multi-level bullets. Do you have tips for bullets and before/after spacing issues (Last paragraph before bullet list. Some lists have headers, others don’t.).

My advice on this is to just make multiple paragraph styles for different situations. For example, I have a "Body" style and then a "Body First" style for the first paragraph of a chapter. Same goes for bulleted lists and numbered lists. I'll often have multiple variations on those, depending how they're used.
