I encourage you to look at Japan or China or Singapore or even Korea and Taiwan. Their cities are fabulous and they got independence at the same time as India maybe even later. Why are Chinese cities so modern and planned and Indian cities so chaotic and broken? Why are Indian citizens littering on the streets but Japanese citizens are not?
