9 times out of 10, the best strategy is to just chuck balls. If the Pokemon flees, you lose. Lowering the flee chance only serves to increase the number of turns you'll need to catch the Pokemon. Throwing rocks raises your chances of catching the Pokemon but gives you less tries. Therefore, ball is almost always your best option unless you're dealing with Chansey.
