Yep, the reason it reminds you of Levon's drumming is because she's playing a variation of what I like to call the Levon Groove, with those 3 16th notes you mentioned. Compare the tempo and groove to Up On Cripple Creek. The main difference is that Levon hit the 3 16th notes on the hat or cymbal he was keeping time on, and the flam roll was done with the left hand on the snare with his jazz grip, while Danielle uses both hands with her matched grip. I'm a huge fan of both Haim and The Band, and a drummer, so I've studied both Levon's and Danielle's drumming styles intensely. I'm so happy you noticed the connection there.
