Addicts aren't "helped" by escaping consequences. Joe is an enabler who's unfortunately harming Hunter. Addition isn't "cured", it's a lifelong process of doing the steps of recovery day by day. When an addict is allowed to "skate" it's just an invitation for them to continue using. It also sends a wrong message to the other addicts Hunter is claiming to "help." Hunter's story will cause them to hope they can skip steps and skate too, prolonging their misery and that of those around them. The only way to freedom is to do all the steps, in order, and to make tangible amends by paying the price.
