Unfortunate bug for sure. You said you had purchased a car but the ones in your inventory are quest based. Give that suggestion a try and purchase one of the cheap cars from the online store. For whatever reason, it's possible the game isn't registering that you actually own a car besides your default one.

I think you have to turn off mods. I feel like one of the mods bugged the game
