Monitor issue: to narrow down issue try these changes and see if they have an effect: 1) change the bit rate and/or resolution of monitor. 2) try a different mouse or more specifically a different mouse driver / update mouse driver. 3) change the track speed of your mouse. The issue is not happening on the screen recording (we can see where your mouse is) so it seems not to be an issue with the image your graphics card is producing for the monitor to use, rather an optical illusion in the way the monitor is showing that image when over the map. The map area may be a different resolution (not 4k) or a different bit rate. This can create the same kind of illusion you see when videoing a helicopter and the blades seem to be still.
