I have a Franchie and he is doing it. But I think he want´s to clean himself, that´s why he is doing it. When I see him doing it, I take a wet towel and I clean his willy and he stops.... They are so compact and can not clean themselves like other dogs... perhaps they have eachings and need to touch to clean, that´s why they are doing it.
