Eco mode works better in City driving, because its constantly normalizing your Acceleration and RPMs. When you're on the FWY Eco mode just doesn't work as well, that's why when you drive mostly Highway miles, your Sport mode is going to get better gas mileage. However, Sport mode will lose against Eco mode when you do City driving.

My 2012 F150 4x4SC 3.5 EcoBoost gets around 12 -14 mpg. 19 on a long drive to Florida once. Somehow I doubt you can get that milage. Especially with mixed in city driving.
