Wrong plastic gear on the trans output shaft, or the one that drives the cable, mine is a 21 tooth

Have you ruled out the Speedo itself? Seems like it may not have the right amount of fluid, as evidenced by the bouncing needle. You know more than I do, but it seems like the bouncing wouldn’t be in the cable or trans gear.

The speedometer and cable are brand new. When I hook a cordless drill to the cable end by the transmission, the speedometer works properly. When I hook the cable to the transmission and unhook it from the speedometer the cable is jumpy and If I grab the cable I can stop it from spinning. The stock gauges, (including the speedometer) on a C3 do not have dampening fluid in them. The design of the speedometer and tach have a hub inside a hub and as one spins it causes the other one to move. Similar to how a torque converter works in an automatic transmission. That hub is attached to the needle causing it to move around the dial the faster the car goes. If the first hub is not spinning smoothly it will cause the needle to bounce. Sorry for the long explanation but it's kind of hard to put into words. Maybe I will do a short video showing how it all works. Great to see you posting videos on your car again.

I have pulled the motor and trans back out of the car. I am planning on replacing the seals and gaskets on the transmission while I have it out. I will also check why the speedometer gearing doesn't work.
