You can only change your buddy 20 times per day. So to accomplish this feat, you'll also need an event that lasts 8 days.

It’s possible to start with the first evolution catch it, evolve it catch it evolve it again catch it and now you got 3 with one buddy and that will drastically reduce how many times you have to switch buddies

That's not even the hardest part. You need an event that's 8 days long, because you can only swap buddies 20 times a day. So on day 1, you can catch 21 Zorua (by having a buddy already set the day before, plus all 20 swaps), then day 2 you catch 20 more, same with day 3, and so on. By the 7th day, you'd have caught 141, and then the 8th day you'd have to catch the last 10

I've caught 23 zorua in the past month but no ditto. I know how to look for the zorua. They always pop up as my buddy giratina and say "it's tiny". Legendary pokemon don't pop up in wild like that so I know it's a zorua. But I still catch them to hope for a shiny.

Likely won't work. I've changed my buddy and encountered multiple Zorua that still showed up as my previous buddy for up to at least a half hour. My guess is whatever your buddy is at the time of the spawn, no matter where it is, it'll show up as that buddy until it despawns.
