Ma'am, for Precis Writing or Essay writing , I don't count words which are less than 4 alphabets e.g, the, or, they, them, etc. Is it correct? If not, what's the rule of counting words? Also, I've seen formal letters where we address the authority as "Dear Ma'am/Sir", or "Ma'am/Sir". Are these addresses correct ?
