Because these are filmed on different days and the rules may have been enforced differently from one day to another. Does it matter?? No. You know why?? Because they are only competing against the other reactor they are in the room with, not everyone else. So as long as it is consistent within the round, it doesn't matter if its different for others. Plus there's no prizes or consequence involved. So it's just for fun.
