Why water molecules can't pass through even though they are smaller than the fiber diameter?

It's depends on the diameter of the nanofiber and material used. Normally, the diameter of nanofiber can be tuned by adjusting the initial parameters ( voltage)..even microchannel monodispersed water drops are passing through by different shapes. So it is possible

Once solvent has been exhausted, you can collect dry fibres from collector.

Low voltage and higher flow rate of polymer solution could be a reason. If you have polymer lumps in the nanofiber mat, increase the distance of collector.
