This sounds like the kind of song you would see in a murder mystery movie set in crime-ridden city in the 1930s, sung by the female lead to introduce her when she appears on stage in front of the fedora-wearing detective as he drinks whiskey and sits in the kind of club where you know all the dangerous kinds of people hang out and money is passed around under the table.
