I think the reason why Claire got Regeneration. Was because she actually had Immortality and Immortality is a power that is an aspect of the phoneix. The Phoneix is a combination of fire and flight.

It’s a reference to the mythology of the Phoenix. Being a mythical bird, they are known to fly, and they burn up in flames when they die, only to be reborn/regenerated from the ashes. Aka... flight, fire, and healing
