A cargo boat should have atleast a patrol boat with them

Change the Merchant ship laws, all ships should have defense systems, 25mm Cannon or MGs and crews trained on them and with small arms in this world today !!

Range will always be a problem for a 20 mm. The patrol boat may not be able to reach the area before the pirates successfully take the ship.

Because they are civil ships. Not military ships. You will need military personnel to man the gun. Or train civil personnel to do the same. And nobody's wanting to risk such things like transforming a civil ship into a military vessel. Moreover, if an armed ship enters national waters, it is subjected to laws that impose its disarming. Or it will not be allowed to enter. Or again it will be sinked.
