I thought the Good Conduct was 4 years, not 3.

actually, we are both right. Prior to 1 January 1996 it was for years to earn a good conduct medal. after one January 1996 It is three years to earn the Navy good conduct medal.

The same situation prevailed in the Naval Reserve. I earned my Naval Reserve Meritorious Service Medal after four years of service. After I had already gone to inactive reserve status, the requirement was changed to three years to align with the same standard for active duty GCM award criteria.
