Anybody know if you have to own the cd to play this in higher definition like in the video?

The higher resolution is due to the nGlide settings, which has to be used to get it to run on modern hardware. - Andrew

We got to talk man I need this PC version of 99 and 2000 what's the best sufficient way that I can get this without paying a lot of money can I get an emulator and play it like on the third person console this clear

They are not expensive on ebay, you should be able to pick up with PC versions for cheap. If you don't have a disk drive on your PC, just pick up an external drive that plugs in via USB. Those are cheap as well.

The PC version is incredibly affordable on eBay. If you don't have a disc drive on your PC, you could just buy an external disc drive that plugs in via USB. That's what I used to install the game.
