If Lukwago was a wellmeaning leader, he should have resigned by now. Unfortunately, we live in a typical thrid world society where such people put on straight faces and lie to the populace. Almost 20 years down the road, there's no tangible contribution to the city guidance that you can attribute to Lukwago's leadership.

Lukwago just like M7 are appointed through the ballot. So resigning is counterproductive. The central government should allocate enough funds and things will b better managed.
