No, but in music it's complicated because there's a production part of publishing as well. Beyonce adding harmonies and a part of the bridge means she gets a part of the publishing due to adding production touches. I believe she's done this in the past and has gotten co producer credits on a few of her songs, too. It's weird. Either way since Neyo wrote the verses and the hook he gets the majority of the writing publishing due to technicalities. But you're right Beyonce is being fishy claiming she wrote the song in general.

This would not be the case, no. In the composition of songs, there are two elements: music and lyrics. So the writing credit goes to the lyrics writer and the composing elements. Basically Ne-Yo wrote the entire Irreplaceable song, Beyonce arranged/composed musical elements (harmonies/melodies) so they both get writer credits. Beyonce does this often. It's great for her because people think she writes half the song, plus she gets paid money whenever they are played. A queen.
