Instead of upgrading everything to 400+, you should set a Performance Rating limit that is 400 or below (as an alternative to the usual budget builds). It will encourage some interesting build options (rather than just always but the highest level items) while maintaining some balance in terms of performance. I wish this is how the game actually worked, but I would love to see you guys play with these "house rules" to see how it plays out.
