The game is running at 20FPS beter to max up your setup before using so much mods and ray tracing to take better graphics

You seem unfamiliar with the mechanics of the game, the blur effect may make it seem like it's running on low fps but that's the style of the game if you ever played it, it's an intentional iconic design that fans of the game actually loved
