I guess when people were just driving around they didn't want to be forced out of what they were doing. It could ruin people trying to interact with other players. And you can always just start a pursuit at an event.

Amazing I found this game this week and the music is still the same from so many years ago. Sort of addicted to it at the moment. Wish somebody told me there was a free online world to play races with other players - would have been here long before. Also shocked not many (if any) use the police car in NFSW. Some years ago some hackers made a hack that can mess up the free roam cop cars... And they made a tough decision - to remove all free roam cop cars. So as the free roam chat, some people hacked into the server and kept crashing everyone's game, and devs decided to shut it down too...
