A college cannot decide whom to give an MDS seat, your merit (NEET-MDS marks) will decide. Seats are alloted online based on your preference and your marks. Don't waste your money by paying token money to colleges. They have no power to give you the seat you want in any case.

Mam if I didn't appear for first counselling and appear for the 2nd counselling for the 1st time then also their security money will be forefieted if we change our mind?

Yes in second counseling your security money may be forfeited if you don't take admission in the college you locked. So be very careful in second counseling even if it's your first one. For more details read the brochure thoroughly.
