My dad buys and sells and keeps records for his business and pays taxes. How do you know they don’t ?

They are required to offer a form of receipt on all cash transactions (nobody does but technically you are supposed to), and this is also applying to when they buy too! They need to be paying the sales tax on their purchases, and the sellers they are buying from did not say that sales tax is included, implying they are responsible!

Also, they are not paying the capital gains on all of their trades (like card for card). It is required to label each transaction as a buy and sell even if it was a trade, and then the tax is applicable.
