It's more that the others have good external reasons for keeping in touch, while Nemona has nothing else going on and memable lines. Penny could have a passive program running that notifies her when you get near a base so she can provide necessary info. Arven's independently looking for the Titans, so he could just be calling after catching sight of the player. Nemona's already become a Champion, so there's less of an excuse for her hanging around Gyms. She's also overeager to the point other characters have to remind her that the player's Pokémon should probably rest after a Gym battle.
