Neon sign transformers incorporate a current limiting ballast function, so you don't need the light bulb in series with the primary. (there is a magnetic shunt between the primary and secondary, so that higher current in the secondary causes more flux through the shunt, diverting it from driving the secondary)

As a teen I had a 15Kv @30 Ma xformer, looked just like this one, but a tad bigger. I rode the bus to get it, it was across town. I used it as a supply for a Tesla Coil that had the plans in the 1964 Popular Electronic magazine I used to spend hours playing with that transformer. Pretty sure they are impedance protected, being wound so the internal resistance just goes way up when hot. BTW that coil worked pretty well
