This is Bisqwit's tool-assisted Rockman speedrun.
(Mega Man was originally known as Rockman in Japan.)

This movie extends the physical laws of Rockman's world beyond the impossible and ends up being 3.5 minutes faster than the previous Rockman movie by Morimoto.

Bisqwit used the pause glitch at 1:40. You pause and unpause the game very quickly while a weapon is hitting the enemy, and he takes damage multiple times per hit.

Why not wait for a frame when the bonus points for each stage is only 50,000 instead of doing it frame 1? The time it takes to count up the points at the end seems much longer than waiting a couple frames for the frame that gives 50,000 points instead of 70,000

In Japan, "Megaman" is "Rockman". The game has some music references, like Protoman's original name: Blues.

A TAS isn't the same as a regular speedrun. It's a whole different subcategory with the goal of achieving a theoretical, not humanly possible run in as few frames (i.e as little time) as possible. Usually, rather than competing TAS makers collaborate on projects.
